As every area has differing rules, the first thing you should do is contact your local council to find out the expectaions for placing a skip bin on the Public Property in your area.
What is Public Property? Areas that are dedicated to the use of the public such as: Lane way, Road, street , Park grass verge, side walk, parking lot etc - Any property owned by the government or jointly owned by a community.
The Council will be able to advise you whether you can place the skip bin on the area you are planning on using, and if there is a permit necessary.
A Permit is a legal document giving official permission to do something, the act of giving a formal (usually written) authorization, a document rendering something allowed or legal.
Sometimes it takes a few days to have a permit processed and often there is a charge for this, so find out in advance so it doesn’t hinder you plans.
